PRHB Regulations Chapter 9 §I.1, citing Charter §1808(e)(1): a landlord who has failed to substantially comply with the Charter Amendment and the PRHB Regulations, including the rental registration requirements, may not impose an Annual General Adjustment rent increase on any covered rental unit. Charter §1808(e) puts two more conditions alongside it: no increase is effective if the unit is not maintained in compliance with Civil Code §1941.1 et seq. and Health & Safety Code §§17920.3 and 17920.10, or if ordered repairs have not been made.

Register every covered unit and pay $236.54 per unit. The window is September 1 through October 31, with a grace period through November 7, 2026.
Late fees are tiered after the 7-day grace period: +15% ($35.48) at 8–45 days, +30% ($70.96) at 46–90 days, +50% ($118.27) at 91 days or more. And a landlord who is not in substantial compliance (registration included) may not impose the Annual General Adjustment at all.

What we do not hold
- The resolution number that adopted the $236.54 Rental Housing Fee is not in our table. The amount, the window and the late tiers are from the city's own rental registry page.
- Charter §1812(c) says owners must register "no later than April 1st" each year, while PRHB Regulations Chapter 9 §C.1 and the city's registry page both set the annual deadline at October 31. We follow the Board's regulation and the city's published window, because that is what the Rent Stabilization Department administers, and we note the Charter text says otherwise.
A registration that is not in substantial compliance takes the Annual General Adjustment with it.
