What is a rent cap, and which one covers my building?
A rent cap is the most the ordinance lets you add to a rent in a twelve-month period. Which cap covers a unit depends on where the building sits and when it was first occupied, not on what the lease says. Where a local ordinance applies, its cap is used instead of the statewide one. This tool covers the City of Los Angeles RSO, unincorporated Los Angeles County, Santa Monica, West Hollywood, Pasadena, and California’s statewide AB 1482 for units no local ordinance reaches. Applies July 1, 2026 through June 30, 2027
Set each year inside a 1–4% band tied to CPI for the 12 months ending September 30. One increase per 12 months, and it is not cumulative or retroactive: you cannot bank a year you skipped. The security deposit may be raised at the same time and by the same percentage. Confirmed against §151.06.D itself (Ord. No. 188,795, eff. 2/2/26), read in the city's code library on August 9, 2026: the formula is 90% of the September-to-September CPI change, never below 1% or above 4%; increases not previously noticed and served between June 1, 2025 and June 30, 2026 are capped at 3% with no utility add-on.

Civil Code §1947.12(a)(1): 5% plus the percentage change in the cost of living, or 10%, whichever is lower, measured against the lowest gross rent charged in the previous 12 months. The index is fixed by §1947.12(g)(1)(A)(i), the CPI-U for the Los Angeles-Long Beach-Anaheim metropolitan area, which covers the Counties of Los Angeles and Orange and no others. For an increase taking effect on or after August 1, §1947.12(g)(3)(B)(ii) uses April of that year against April of the year before, rounded to the nearest tenth. We recomputed it from the BLS series itself: April 2025 = 342.565 to April 2026 = 355.166 is +3.678%, which rounds to 3.7%. 5% + 3.7% = 8.7%, below the 10% ceiling. No government page publishes the finished percentage, which is why so many sites still show last year's number.
