One thing most owners miss: posting a notice is not serving it. Code of Civil Procedure §1013 adds five calendar days when it goes in the mail, so the envelope has to leave five days before the hand-delivered deadline.

How far ahead does a rent increase notice have to go out?

A notice period is the warning a tenant is owed before a new rent starts, counted backwards from the day the increase takes effect. How long that warning has to be depends on the jurisdiction and on how large the increase is, and the way you serve it matters too: serving by mail or by posting adds time on top of the notice itself.
