One rule first: where a pass-through exists, you collect it monthly. You cannot bill the whole year at once.
Can I pass my city registration fee on to the tenant?
A pass-through is the part of an annual city fee that an ordinance lets you recover from the tenant by adding it to the rent, rather than absorbing it yourself. Not every city allows one, the cities that do set their own amount per unit, and most attach conditions. Being registered and current is usually one of them, and a pass-through generally has to be noticed like any other change to the rent.
