City of West Hollywood: Rent Stabilization
Rent-stabilized units in the City of West Hollywood: dwellings on properties with two or more units first occupied, or issued a certificate of occupancy, on or before July 1, 1979. Those are the units under the full Rent Stabilization Ordinance (WHMC Chapter 17). Newer units and most single-family homes and condominiums fall outside it.

"Beginning September 1, 2026, the Annual General Adjustment (AGA) for dwellings on properties with two or more units first occupied or receiving a certificate of occupancy on or before July 1, 1979 is 2.75%." It is 75% of the May-to-May CPI-U for Los Angeles–Long Beach–Anaheim, rounded to the nearest quarter percent. The Rent Stabilization Commission announced it on June 25, 2026; the city then printed it in its Summer 2026 newsletter.

"The AGA may not exceed three (3) percent regardless of the CPI increase", the city's own FY2026–27 staff report, which cites WHMC §17.36.020 as the section defining how the AGA is calculated. Several rate-aggregator sites publish 4% for West Hollywood; the city says 3%.

"Landlords pay an annual rent registration fee of $144 per unit to the City for the administration of the Ordinance", read on the city's own live pages. It is due July 1; a late fee can be assessed on payments made after July 15.

"Units that are occupied by Section 8 tenants are charged $60, only if the Special 8 re-registration form was accepted by the City." There is no tenant pass-through on a Section 8 unit.

We are not fully confident in this number. The $144 standard fee is on the city's live pages; this Section 8 rate is not. The city's New Landlords page that carried it has since been removed from weho.org. We read it in an archived snapshot taken March 14, 2026, and can no longer confirm it against a live page. Call the Rent Stabilization Division before relying on it.
"A landlord may pass-through one-half of the monthly prorated annual registration fee (currently $6.00 per month)." It is separate from the Maximum Allowable Rent: take any pass-through you are already charging back out before you work the annual increase, then add the $6.00 on afterwards. It may not be demanded for periods in which you did not pay the fee, may not be charged retroactively, and may not be charged in a lump sum; if you have not been charging it, the tenant gets 30 days' written notice first. There is no pass-through on a Section 8 unit.

The city lets a landlord take the annual general adjustment only if they complied with initial registration, re-registered the unit after a vacancy (for tenants who moved in from 1996 onward), paid all annual rent registration fees, and it has been twelve months since move-in or since the last adjustment. "The landlord must give the tenants proper written notice in accordance with current State law." The AGA is announced before July 1, notices may start August 1, and it runs September 1 through August 31.

The city's Summer 2026 newsletter states: "Tenants must be given a written 30-day notice or 60-day notice for Section 8 Housing Choice Voucher holders." Thirty days is the period for an ordinary tenancy, consistent with Civil Code §827(b), which gives thirty days for an increase of 10% or less in twelve months, and the AGA is capped at 3%. If your tenant holds a Housing Choice Voucher, the city says sixty.

Code of Civil Procedure §1013(a) extends the period "five calendar days, upon service by mail, if the place of address and the place of mailing is within the State of California." Post it thirty days out and it is late.

"Since the 1996 general adjustment, a landlord loses the right to take the increase, if they do not charge it to the tenant during the year it is in effect. The adjustment cannot be banked and passed on to the tenant at a future date." A year you skip is gone.

Applies January 1, 2025 through December 31, 2025
"The current security deposit interest rate is 4.3%. Interest is due in January 2026 for security deposits held during 2025." The city sets the rate each year and interest is owed to the tenant by January 31. Pay it: a tenant who has not been paid may deduct what they are owed from their rent from February 1. That deduction is the tenant's remedy, not a way for you to settle it.

West Hollywood Annual General Adjustment becomes available
The new AGA applies to rent years starting September 1. Notices may go out from August 1, and only if the unit's registration is in order (initial registration complied with, re-registered after any vacancy for tenancies from 1996 on, all annual fees paid) and twelve months have passed since move-in or the last adjustment. Written notice to the tenant is required, in accordance with current state law.
There is no banking in West Hollywood: an adjustment you do not charge during the year it is in effect is lost.
About this date: If your tenant holds a Section 8 Housing Choice Voucher, the city says the notice is sixty days, not thirty.

West Hollywood annual registration fee due
Pay the annual registration fee ($144 a unit) for every unit. Bills are mailed to the address on file by mid-June. July 1 is also the last day to file an exemption application for a unit that qualifies; miss it and the unit is billed for the whole fiscal year.
You can only pass through the $6/month registration surcharge once the fee is paid in full, and an unpaid fee also blocks the Annual General Adjustment. A late fee can be assessed on payment made after July 15.

West Hollywood security deposit interest due to tenants
Pay each tenant the interest that accrued on their security deposit during the prior calendar year.
A tenant who has not been paid may deduct what they are owed from their rent as of February 1. Miss the date and the money leaves anyway, on their terms.

What we do not hold
- We hold a 2025 deposit-interest rate for West Hollywood but not a 2026 rate; the 2026 figure is normally published near the end of the year. As of August 9, 2026 the city's page still shows 4.3% for deposits held during 2025.
- The $60 Section 8 registration rate now rests on an archived snapshot of a page the city has since deleted. Everything else (the $144 fee, the $6.00 pass-through, the July 1 due date, the 2.75% AGA and the 4.3% deposit rate) is read from the city's live pages or its own Summer 2026 newsletter.
- The city's own pages disagreed on the fee due date: the live Registration Fees page says July 1 with a late fee after July 15, while the deleted New Landlords page said July 15. We use July 1, the earlier and still-published date.
- We hold West Hollywood's permanent relocation fees for no-fault evictions from the city's Summer 2026 newsletter, but the table carries no relocation facts yet, so the product does not quote them.
- West Hollywood's municipal code is behind a host that refuses automated requests, so we cite the city's own pages and published newsletters rather than the WHMC chapter text.
